hmm, firefox-devel still exists for firefox-2.0.0.4 on Fedora 8.

Are you running Fedora 9 ?? I couldn't find firefox-devel package on 
their download site either. So I would bug them for it ;)

Check in the RPM if it packages the devel files. I think it doesn't 
otherwise it would have created a firefox-devel package.
