I was going to raise the same question, but looking at the ffmpeg-devel
mailing list, the answer seems to be "no". You need to pay 2000$ to
_request_ a new codec type, if I understand correctly.

That being noted, I doubt anyone would ever use "drac" for anything except
Dirac. I would be more afraid of the future hypothetical Dirac/TS standard
being incompatible with what this patch does...
