That means that the code you write has to run on the different
supported platforms (i.e. Windows, Linux, MacOSX at a minimum, and
possibly on embedded devices), feel free to ask other details.

Also make sure to read the Summer of Code Rules on the videolan wiki,
and to send us a patch before the application deadline (there is some
ideas for a patch on this mailing list, search for "Ideas" in the
subjects).
