Under a license that most likely precludes redistribution or commercial usage

So? You might get away with GPLv3, which a little bit more relax, but not 
GPLv2. That would mean the ActiveX plugin is GPLv3

The spirit of the license is that anyone can modify the program. If 
VisualStudio were needed, then the license would be defeated. That's why the 
GPL contains these "inconvenient" provisions.
