There is an IDL compiler there:

Considering that wine is now heading to 1.0 , testing it and reporting
potential bugs to them would rock.

You can download trial demo of visual studio on

It is still not part of the operating system, but somehow a normal tool
to consider for developers who want to regenerate this file.

Using activex to enhance closed source products isn't in the spirit of
the license either.
To conclude I see no problems here.
