You want to use some existing API for drawing? (SVG, OpenGL, etc.) If you want to draw generic stuff, the subtitle filters aren't the best option. If you want to create your own module/plugin and you know basics of computer graphics, you can just edit for example wave.c or other filter in modules/video_filter
