Thank you for your reply .

I understand now that the problem is not in detecting the right encoding
and that vlc doesn't use fontconfig .

The thing is , I tried my favorite font Nazli (the one used in Totem)
from 'Farsiweb' . I tried fonts from 'Freefarsi' , 'Arabeyes' and 'Kacst' .

So I don't think the problem is Arabic characters  missing  from the
fonts  I choose in vlc .
In fact , I don't know what the problem is .
