GetCommandLineArgsW should be replaced, not ifdefd out.
I hate ifdefs proliferation. Same thing with rewind. There may be others I 
forgot.

I also do not understand why you include vlc_fixups. It should be inclued by 
vlc/vlc.h anyhow.

As for the modules patch, many of these modules are anyway enabled, and should 
be removed from configure.ac altogether.
