[vlc-devel] Add a us_strtof function to avoid problem with comma and point in equalizer

Hello

	I add a us_strtof function in charset.c, because of my previous problem
in equalizer.c. I change also strtof to us_strtof in equalizer.c and
that fixed my problem. Attached to this e-mail the two patches which do
it.
