Yes.

h264 parses raw H264 files. packetizer_h264 is used to decode and stream AVC
elementary streams.

Rarely if ever a specific dependency, but there are of course many functional
dependencies.

You need at least one memcpy and one interface plugin (dummy will do),
otherwise VLC will not start.
