You can find such a libmad package in packman repository for openSUSE.
However, your videolan package takes precedence on packman one because your 
package release number is higher than packman one.

Packman is a well known openSUSE repository which openSUSE team does not want 
to support, however.

So user's situation is still tricky in openSUSE between official repositories 
which offer less advanced packages and unofficial repositories which propose 
more interesting versions.

As an long time user on openSUSE, the first task I am doing after installing a 
new release is to add packman repository. But I agree that many users still 
keep official base repositories.
