I'd suggest to refrain from this option for the moment, as libproxy is  
on it's way to get win32 support (and libproxy support is already in  
vlc).

It will have support for the full features, getting the proxy, ignore  
masks, proxy autoconfiguration scripts and auto detection.

libproxy by now builds on w32 and the win32reg config module is being  
fleshed out... first test builds should follow soon I hope.
