 You have only one packet (at the start) that have a SCR value.
So your file is not a valid PS file, explaining why VLC fails to read it.

 VLC has some sort of hack to workaround this issue but only if:
 - you do not have any SCR value
 - you have an audio track.

(Which is not the case of the provided file).
