I am using proprietary rtsp server of eInfochips. It has support for 
RTSP, RTSP over HTTP, RTP over UDP and RTP over TCP. It also includes 
support for play, pause, seek rtsp methods.
And surprisingly I am facing seek issue in case of RTP over UDP only 
with VLC. But it's working properly with RTP over TCP or RTSP over HTTP 
with VLC. Also seek is working properly with Quicktime player in all cases.

I observed that, In older version of VLC (0.9.9), seek request was just 
send Play request and in newer version (1.0.1) it sends Pause then Play 
request same way Quicktime player does. Any way, I was getting same 
issue in older version as well. I also posted same on videolan forum 
(http://forum.videolan.org/viewtopic.php?f=2&t=59620&p=199168&hilit=rtsp+seek#p199168) 
but unfortunately didn't get any answer. :(

Let me know if you want server log messages or ethereal log.
