[vlc-devel] MinGW+Msys compilation problem

VLC settings are stored to %appdata%\vlc folder, but they shouldn't really
care how the vlc.exe is started. You can try with vlc --ignore-config
--reset-plugins-cache if you want rule out this. And you can also try plain
vlc --help to see that something basic works.
