And you did try to educate fontconfig:
http://git.videolan.org/gitweb.cgi/vlc.git/?a=commit;h=12f5df7166157937d718c9961633f27b880f2d35
http://mailman.videolan.org/pipermail/vlc-devel/2009-July/062627.html

At least, I don't see this as a known bug of fontconfig:
https://bugs.freedesktop.org/buglist.cgi?product=fontconfig&bug_status=NEW&bug_status=ASSIGNED&bug_status=REOPENED

Only one seems lightly related:
https://bugs.freedesktop.org/show_bug.cgi?id=27526

However some developper of program such as VLC that try to use
fontconfig already did try to tell fontconfig developper about Win32:
http://lists.freedesktop.org/archives/fontconfig/2010-January/003353.html
=> http://lists.freedesktop.org/archives/fontconfig/2010-January/003358.html

Now what is the next step?
Filling a bug on fontconfig side?
