vlcrc and ml.spf come from the same CSIDL_APPDATA with three visible differences:
- Unicode instead of ANSI variant,
- create flag,
- SHGFP_TYPE_CURRENT type instead of zero.

One thing is obvious to me: VLC developers (myself included) are not in any hurry to fix corporate-only user problems on their free time, especially on Windows.

Normal users do not use remote home directories.
