eheh, that's a nice idea I had in mind too a few months ago :) Would be nice 
if someone could realize it.
But why just based on vlc and only targeting vlc ? It could be possible to 
create a webcam gesture interface plugin, or a standalone app (because you 
might need a dedicated vlc instance) based on vlc, able to control vlc or 
other apps through dbus or else.
