Given that it's GPL, that Speex DSP currently has plugin higher priority 
(speex is designed for streaming while SRC is more fore HQ offline conversion), 
I don't really see the point in enabling SRC by default in contribs.

And there is no add_module() to select the resampler currently, so it is 
effectively dead code.
