Picking the largest no larger is the advertised semantics. What you say
is the behavior I implemented in the youtube script patch. So agreed.

I was afraid that contrary to "1080p" and "720p", not too many people
have heard that 576 or 480 figure and know what it stands for. Anyway,
it didn't seem too important to me. SD will select either 576 or 480,
so that's fine to me. And I intended Low to mean "anything else below
SD", as I don't think that much granularity is needed anymore at such
low resolutions. Should I explicit the SD label? I could
also increase the LD threshold.
