[vlc-devel] VLC doesn't orchestrate the live555 plugin correctly?

There's another possibility - one that's far more likely, because (as I've explained ad nauseum) VLC, like "openRTSP", just reads frames sequentially from the LIVE555 layer, and doesn't get to see or handle RTP sequence numbers or any other RTP fields.

Perhaps the extreme jitter of your stream (caused by the fact that many of the incoming RTP packets are arriving out-of-order, and have to be delayed before their data can be delivered in the correct order) is causing VLC problems.

(Also, of course, if you haven't already done so, you should first verify that VLC plays your stream OK when it's sent over a network that *doesn't* reorder packets - e.g., a LAN Ethernet.)
