The VLC Debian packager will complain to the Samba Debian packager and the 
pkg-config file will go in. If the Samba packager is too slow, the VLC packager 
will add a work-around in the VLC Debian packaging. The Debian users will 
never need to care, either way.

Debian is the reference in Debian. Upstream is the reference in upstream. 
What's so hard to understand or accept about that?

Come on... Even with detailled wiki pages, people still routinely fail to 
compile it right.
