[vlc-devel] Cannot access ftp.videolan.org as anonymous

I am trying to ftp the file 
ftp://ftp.videolan.org/pub/videolan/contrib/x86_64-w64-mingw32/vlc-contrib-x86_64-w64-mingw32-latest.tar.bz2 
as part of my build. previously I could get this using anonymous ftp, 
however, it is now saying access denied. Did something change? If I need 
a username/password, how do I go about getting one? David
