JB has given me some good tips on how to develop this further
So I must do some work on having this work for both desktop and winRT.

The second patch I stripped out the platform specific code I originally had
and I
created just a base plugin for dx11.
It is hard coded to never load via open returning VLC_EGENERIC at the end.
Several todo's have been marked that will be in the 3rd patch.
This should make it easier to review the 3rd patch where we actually render
via dx11.
