It's not just D-Bus. JACK, PulseAudio, Qt-X11, XCB, or even ALSA and 
probably a few other libraries intended for Linux or POSIX are or could 
be ported to Windows. I think black-listing Windows in configure.ac is 
neither desirable nor really correct.

So I would say either you find a reasonable fix to make the D-Bus 
interface work on Windows (not easy) or disable it.
