[vlc-devel] picture is too late to be displayed

It appears that in version 2.2 the VOUT_DISPLAY_LATE_THRESHOLD is 
hard-coded to 20 milliseconds. I use VLC to play live traffic video from 
fielded cameras that send their video over less than reliable networks. 
There are times when no video will be displayed because many of the 
packets arrive too late to be displayed. I would like to have a way to 
adjust the VOUT_DISPLAY_LATE_THRESHOLD so I can use higher limits when 
playing live video. One thought would be to use a command line 
parameter. Any thoughts about making this threshold configurable.
