I mentioned this in my email, but you probably overlooked it.  You
won't be able to use code from ccextractor in implementing the EIA-708
support.  The ccextractor project is GPL code, and will cause the
module to become GPL licensed, whereas today it's LGPL.

Actual VLC developers, feel free to chime in if you disagree with this
assessment.
