Corsican was last updated in 2006, so I am pretty confident noone else is working on it right now. You are very welcome to do the job :-)

The way to go is:
Create an account at transifex (not open source, but free to use) and request to join the Corsican team.

There also exists a mailing list dedicated to translation:
translators at videolan.org
I personally would suggest starting (and completing) smaller projects first, before going to the desktop version (with over 6000 entries). And: Don’t waste your time on vlmc, this is not going to be released any time soon.
