It´s still there.

It was never recommended for cross-compiled contribs, as the cross-compiled 
gettext binaries in-there wouldn´t run on the build system anyway.

Neither the installation path of contrib' s gettext, nor the PATH settings 
within the contrib build system have changed of late.
