There is already a POPUP MENU action. While it makes sense to add a navigation 
control, adding a new action will only create a conflict in the hotkeys.

As I have said before, VLC is a media player, not a first person shooter, so I 
think hotkeys should be configured at a higher-level and with fewer settings 
than the current individual keys map.

But in the mean time, having two actions fighting for the same key, is not 
going to work.
