[vlc-devel] [patch] verbosity starts at one

building on the "add range for --verbose" discussion, the attached
patch bumps the range (now choice list) values to start at one, thus
being in line with the message type enum verbose=1 => info+error. It
thus gets rid of the +1 done in (some) logging plugins to enforce the
info+error baseline, and blocks the verbose=0 choice, thus bringing the
info+error baseline to all logging plugins.

(if info only logging is desired for some reason, we simply introduce a
new 0=>'Info' choice).
