[PATCH 1/1] libvlc: added libvlc_MediaTracksChanged event, sent when tracks info changes

I initially thought I might be able to use the Parse events for this, but it turns out that the parse event arrives before the track information has been filled in, at least for my transport stream media anyway.
This patch is for the vlc 3-0 branch as that is the one I am using for my project.
