[vlc-devel] [RFC] Activate dav1d by default

Hello,

I am quite annoyed by distributions still not packaging dav1d, since the library is now out since 1.5y+.
And that means our AV1 decoding on Linux is shitty. 

Since we are supporting AV1 and we're promoters of the format, and dav1d is a Videolan project, I think this is a good idea to make it by default.

If distributions want to disable it, they can, but this is their responsibility.
