The first part, the one that causes crashes has been merged in the 3.0 
branch:

There's still another fix for DVD menus pending which can be fixed either by

or by
https://code.videolan.org/videolan/vlc/-/merge_requests/2400

They are both correct, but both involve some ABI changes on Windows or 
on all platforms, hence they are not merged upstream yet. I'm waiting on 
J-B's input to know which one should be used in VLC. Then it needs to be 
backported to 3.0 but that can be expedited during the day.

If I don't hear from J-B before this afternoon I'll merge !2400 (only 
impacts Windows builds) and backport it to 3.0.
