Some questions:

(0) What is the best place to get answers to these questions?
     :-)

(1) What controls the use of DMA for the DVD-ROM drive?

     I have tried ...

     >echo using_dma:1 > /proc/ide/hdc/settings

     ... but this does not change the using_dma parameter
         which is currently 0.

(2) How do I tell the system that my /dev/hdc is a DVD-ROM?

     I believe this kernel has special provisions for DVD.

     Checking boot messages: dmesg | grep -i ROM shows:
     hdc: DVDROM 10X, ATAPI CD/DVD-ROM drive

     I also find this in the boot messages
     hdc: bad special flag: 0x03

     There was no /dev/dvd link, only /dev/cdrom -> /dev/hdc
     I added /dev/dvd -> /dev/hdc

H/W: Pentium III FCPGA Coppermine 700Mhz, 100MHz front side bus
      RAM: 320MB ECC SD-RAM (PC-133) at 133Mhz
      Transcend AVD3 motherboard

      Maxtor 27GB ATA-66, 7200RPM hard disk as /dev/hda
      Afreey 10X DVD-ROM as /dev/hdc
      Video AGP 8MB NVidia TNT
      Sound Blaster PCI 128
      Intel eepro 10/100

O/S: RedHat 7.1 with all "up2date" updates including 2.4.3 kernel
