 Yes I am.

 The number of opensourced apps on win platforms is incredible and
increasing, and I like the fact that people use gvim or mutt under
windows, so why not vlc ?

 Just the fact that vlc already runs under windows is already
ms-compatible enough so that it can also be an "explorer plugin" if you
want that name.
