Can not read region-1 disks in R2 drive

While I can play my region-2 disks with region-2 DVD-ROM, I was never able to 
make it work with any region-1 disk. When I run vlc as root via:

DVDCSS_METHOD=disc DVDCSS_VERBOSE=2 ./vlc dvd:/dev/cdrom

I got:

And similarly for the title method:

After that nothing happens.

So I have a question: can libdvdccs decrypt a region-1 disk when RPC-2 DVDROM 
set to region-2? Or it is just my drive (Torisan 646 in Dell Inspiron 7500) 
makes this impossible?
