Hmm, I would strongly advise you to reinstall directx on your computer 
because something looks really screwed-up here.
Also, vlc will work with whichever version of DirectX so you might want to 
install the latest one which is as of now DirectX8.

If this still doesn't solve your problem, you might also give a shot at 
reinstaling the drivers for your graphics card.
