yes in the MandrakeLinux distribution.
for examle for cooker (mad is in the 8.2 too), you will find them at:
ftp.proxad.net:/pub/Distributions_Linux/Mandrake-devel/contrib/i586
package are:
mad
libmad0
libmad0-devel
or simply type urpmi mad if you are on a mandrake box..
