[vlc] diffrent howto guide

i know im just a windows user (insert jokes here)

i was curious if there would be a more forward server software install, i
keep getting errors while following the instructions on the webpage, mostly
from line38 in vls.cfg

or did i send this to the wrong list :) (my first post)
