[vlc] Problems in streaming video with vlc on linux

I have properly configured and compiled VLC in my Slackware Linux(with v4l enabled) and i am able to see video from my webcam using vlc. 
But when i am executing the command vlc -vvv 
v4l:/dev/video0:norm=pal:frequency=196250:size=350x288:channel=0:adev=/dev/dsp:audio=0 
--sout 
'#transcode{vcodec=mp4v,acodec=mpga,vb=1024,ab=256,vt=800000,keyint=80,deinterlace}:std{access=udp,mux=ts,url=192.168.1.2:1234}' 
--ttl 12 i am not able to get the video stream on another computer running vlc on my network what is it wrong? 
( when i am streaming from a file in multicast or unicast all things work perfect) 
(The main error that i am getting is packetizer error)
