[vlc] Re: [vlc][osx]Region Locks

I have read there are two issues here if you read the FAQs...

1. The drive is hardware locked.

2. The DVD player software writes it's "region count" into a special 
nonvolatile area of RAM on the machine.

This is why when using utilities that reset this count that these can 
often become out of sync.
