We do have an MSVC build environnment for VLC. Download the official 0.6.1 
tarball or a daily snapshot and look in the "msvc" directory.

However this build environment is pretty basic and can't be used to build a 
full-featured VLC (eg. mpeg4 decoding, etc...) but it should be sufficient 
for developping purposes.
