Well,

this syntax is obsolete (the howto ought to be updated)

You'd better use :

vlc 
dvb:frequency=12597000:fec=3:polarization=H:srate=27500000:program=8211

program is the sid of the channel.

All these parametters can be found on www.lyngsat.com for instance.

Be also aware that VLC dvb support is quite experimental. In fact, we 
would be pleased in any report of success or failure...

DVB support of VLS is much more mature, and working very well.
