[vlc] Build liveMedia library on Linux for Windows

I can't build the library on Linux for Windows platform
(cross-compiling), got compiler errors. If you have modified their
source and successfully built it, I would like to know how you did it.

 

My goal is to build a vlc.exe on Windows with RTSP support.
