VLC stream  output is  already able  to stream  a playlist  using stream
output. Just add the  stream to the playlist as if  you were playing the
files. Moreover,  it is  already possible  to access  the playlist  of a
server, add  or remove  files, etc...  using the  new http  interface of
VLC-0.6.1.

I  would like  to add  that your  projetct have  some similities  with a
project  of administration  system  some of  the  videolan team  members
have...
