[vlc] Pipeline in Windows

Dear All,
Sorry for being busy not to check it by myself. I have two following
questions:
-At the same time can I generate a TS file by my own program and read
data from that file by vlc (of course the generating program will open
TS file with readable sharing)? You may ask why I just use vlc directly.
It is because my input data come from a special equipment, namely MPEG2
measurement decoder DVMD from R&S, which is not supported as an input of
vlc. Can I make some pipeline between the two program instead of a TS file?
-(I already asked this question before) Can you give me some hint on
compiling vlc with VC++. The readme file from the archive seems to be
not enough.
