[vlc] transcoding in v6

Is there a way I can stream a .wmv file and change the format from
.wmv to mpeg4 or a format that QT or Realplayer would be able to play? If
so, what is the command sequence (or a way using the GUI) to accomplish
this? v0.6.0 seems to have transcoding options which permit this but they do
not appear to work (yet?).
