Could you try this version and report on any success or failure:
http://www.videolan.org/pub/testing/vlc-0.5.2-test2/win32/vlc-0.5.2-test2-win32-full.zip

With this version you won't need to use the --plugin-path option anymore 
("C:\vlc\vlc.exe %url%" should work).
