vlc and vls have some encoding capabilities, they use the ffmpeg
enconfing library. However, ffmpeg does provided MPEG2, but mpeg1 and
mpeg4. So it is uselesss for you, unless you decide to burn VCDs.
So you may rather have a look at sampeg
(http://rachmaninoff.informatik.uni-mannheim.de/sampeg/) or pm2v
(http://pm2v.free.fr/). Transcode is also a great mpeg2 encoder, i don't
know if a library is available. Then you will be able to create MPEG2-PS
streams.
For DVD, you also have to generate extra info (.ifo, ....)
relative to the DVD format. As last, note that software encoding is very
CPU consuming, so you will need a quite powerful computer.
